Unique Student Identifier Policy

1. Policy

Aspen Medical Pty Ltd RTO #88188 (Aspen Medical Training) as an NVR Registered Training Organisation, requires all students undertaking Nationally Recognised Training to provide a valid Unique Student Identifier (USI), unless an exemption has been given by the Minister.  Aspen Medical Training will not issue any AQF qualification or Statement of Attainment without being in receipt of a verified USI for that student, unless an exemption has been issued under the Student Identifiers Act 2014. All students enrolling in Nationally Recognised Training must obtain their own USI and provide the USI to Aspen Medical Training for recording and verification, unless exempt.

If the Student Identifiers Registrar grants the student an exemption, the student must provide confirmation from the Registrar to demonstrate they are exempt from having a USI. Where an exemption has been granted, Aspen Medical Training will inform the VET student prior to the completion of enrolment or commencement of training and assessment, whichever occurs first, that the results of the training:

a. will not be accessible through the Commonwealth; and

b. will not appear on any authenticated VET transcript prepared by the Registrar.

Aspen Medical will request the Registrar to verify that any student identifier provided to it by an individual belongs to that individual before the organisation uses the identifier for any purpose.  Aspen Medical Training will not include any individual’s student identifier on a VET qualification or VET statement of attainment.

2. Privacy

Aspen Medical Training collects student information to meet service requirements and comply with the VET Quality Framework.  As an NVR Registered Training Organisation regulated by the Australian Skills Quality Authority, we are required to collect, store, use and disclose personal information on students in nationally recognised training programs. This obligation is outlined in the National Vocational Education and Training Regulator Act 2011 and related legislative instruments. In particular:

Aspen Medical Training holds personal information to ensure the security and integrity of the information is maintained and prevents unauthorised access or use. Aspen Medical Training is committed to maintaining the privacy and confidentiality of its RTO personnel and students’ records to comply with the Privacy Act 1988 and the Australian Privacy Principles (APPs). 4. Background

Effective July 1 2025, the Standards for RTOs comprise the:
a. Standards
b. Compliance Standards
c. Credential Policy

The Compliance Standards references the student identifer requirements under Division 2 – Integrity of Nationally Recognised Training Products item 12. Under the Student Identifiers Act 2014, an education or training provider must not issue a statement of attainment or a qualification unless the student has been assigned a USI. All Vocational Education and Training (VET) and Higher Education students must have a Unique Student Identifier (USI) if they are studying in Australia, or with an Australian provider, unless exempt.

A Unique Student Identifier (USI) is a student’s individual education number for life. It also creates a government authenticated record of a student’s vocational education and training (VET) achievements.

Aspen Medical Training must ensure that they have recorded a valid USI for each student when they report on training activities or issue an AQF certification document, such as a qualification, statement of attainment or testamur. Aspen Medical Training will record a USI for their students at the time of enrolment. Students only need to create a USI once, and Aspen Medical Training is only required to verify USI Students once.
